Angelique is a highly experienced public safety leader specializing in intelligence-led policing, analytical strategy, and data-driven decision making. Through Public Safety Analytical Intelligence Consulting (PSAIC), she supports agencies and organizations in leveraging data and intelligence to improve outcomes, strengthen community engagement efforts, and enhance public safety strategies.
Angelique is a current practitioner with over 25 years of experience in the public sector. She has served as Executive Director of the Palm Beach County Criminal Justice Commission, Intelligence-Led Policing Manager for the City of Boca Raton, Florida, and Director of Crime, Traffic, and Intelligence Analysis for Fairfax County, Virginia.
Her expertise includes intelligence-led policing, crime and operational analysis, strategic planning, and the integration of community engagement principles into data-driven public safety initiatives, helping agencies align enforcement strategies with community needs and priorities.
She is a registered Subject Matter Expert and consultant with the Bureau of Justice Assistance National Training and Technical Assistance Center (NTTAC) and the Department of Justice Collaborative Reform Initiative Technical Assistance Center (CRI-TAC), a Certified Law Enforcement Analyst through the International Association of Crime Analysts, and a graduate of the International Association of Chiefs of Police (IACP) Leadership in Police Organizations (LPO) and Women's Leadership Institute (WLI).

Public Safety & Criminal Justice Consultant
Paul is a seasoned public safety professional with more than 35 years of experience in law enforcement, military service, and community based public safety. Through Public Safety Analytical Intelligence Consulting (PSAIC), he delivers expert training and consulting focused on strengthening operations, enhancing investigations, and building safer communities.
A native of Washington, DC, Paul began his career in the United States Army before serving nearly 25 years with the Fairfax County Police Department. During his tenure, he held key roles in proactive patrol, Organized Crime and Narcotics, the Neighborhood Patrol Bike Team, and as a School Resource Officer. He also served as a Special Enforcement Team Community Liaison, fostering strong partnerships between law enforcement and the communities they serve.
Since retiring from law enforcement, Paul has continued his commitment to public service through roles in pretrial release services, code enforcement, and consulting. His areas of expertise include tactical and strategic operations, interviewing and investigations, community engagement, leadership, search and seizure, and school policing.
Paul is dedicated to helping agencies improve performance, strengthen community trust, and achieve measurable results in public safety operations.
